anybody know about red plastic cup covers?

you guys ever see those silver boxes on the side of the road with a light bulb on the side that has a red cup covering it? sometimes they put em inside barbed wire fences. anywho, i just wanna know what they are called, and where i can find them on the internet, or even if there is a "red cup" factory i can go to.
i think the silver boxes have to do with the sewage lines around here or sumthing. also, if you had to guess, what would be the penalty for stealing said cups?

The silver boxes record data on the concentrations of airborne pathogens in the vicinity, and unfortunately, the factory that manufactures them and the plastic cups is in a restricted military area "somewhere" in the southwestern US. Don’t tamper with the devices, as I imagine the penalty could be severe. I’d also advise you to move to a more affluent area ASAP.
