Neither station wants to lose out in the ratings war. On the Sunday when England played Germany and Argentina played Mexico, the BBC had the rights to both games and ITV had it’s lowest audience in it’s history, barely mustering 1 million viewers.
Over half the country’s population will be watching the World Cup Final on Sunday and would probably like to have the preference of which commentary team to go with.
Also, the money ITV will generate with advertising during the commercial breaks is worth an awful lot of TV licence money to the BBC.

The World Cup is considered one of the "crown jewels of sport" by the British Government and as such must be broadcast live on the free-to-air terrestrial channels. To maintain fairness the two major channels share the coverage, splitting the matches evenly between them with both broadcasting the final.
